The workaround is the antipope mechanism. It's impossible to vassalize kings the conventional way (through interaction), because they have a modifier called "I am king!" which does not allow them to accept vassalization at any rate. The Ursuline See is a kingdom-level title.
I found no realm help on the internet, so I thought that when I finally figured out, I would share. Yesterday I was playing through a Canada game, and I ran into some trouble vassalizing the Ursuline See after reforming the Confederated church.
